Rules Change Proposals to Implement the Recommendations of the Agricultural Education Review Committee: from NEC

Rule 5.6 DELETE "or a Transfer of Engagements to the Association"

Rule 7.4 DELETE paragraph and re-number consequentially

Rule 14.1 DELETE all after "Regional Sector Committees"

Rule 14.2 DELETE all after "within each Region"

Rule 14.3 DELETE all after "within each Region"

Rule 16.2 After "comply", ADD new sentence "In the case of the place for a Land-based Education Representative, the candidate shall state that s/he is currently primarily engaged in land-based education."

Rule 16.4 (iv) (e) DELETE current wording, REPLACE with "Land-based Education Representative"

Rule 17.1 After "Officers," INSERT "a Land-based Education Representative,"

Rule 17.3 DELETE paragraph and re-number consequentially

Rule 18.3 DELETE first paragraph, REPLACE with "The National Executive Council may, by Standing Order, establish Standing Committees to advise on special professional concerns."

Conference Standing Order 3.1.2

DELETE 4th sentence and REPLACE with "National Standing Committees may submit one motion to National Conference and one motion to each Sector Conference, such motions to relate directly to their special professional concerns."

Purpose: To implement the recommendations of the National Agricultural Education Review Committee to further integrate land-based education members. The anomalous position of the "agricultural education sector" as defined in the 14 year old Transfers of Engagement Document will be ended. For purposes of annual and special meetings of National Conferences and electing National Conference delegates, land-based members should be treated in the same way as all other members. The electorate for the NEC representative should be the whole membership, thus bringing it into line with the other national seats.

Add to the end of Rule 13.7
'...motions once carried may not be further amended.'

Rationale: At last year's FE sector conference an amendment to an emergency motion was made after the emergency motion had already been passed - which was a waste of conference time.
